What is the process for establishing an SA?
The process for establishing an SA is not unlike that for issuing a standard contract. The contracting authority will prepare a competitive Request for Supply Arrangement (RFSA) and post a procurement notice on GETS or solicit responses via traditional means. This will allow for a suitable pool of suppliers to be established based on meeting published evaluation criteria. Industrial security requirements (i.e. personnel, physical and information technology requirements) should also be identified at this time, when any or all of these security aspects will be applicable to all users of the SA. After the RFSA evaluation has been completed, Supply Arrangements are issued to suppliers meeting the published criteria.
