What is the process for changing and/or correcting obligation and expenditure dates in LOCCS Web? What are acceptable basis for changing Obligation Start Dates for RHF grants?
A2. In FY 2004, Headquarters modified Field Office access to this function. Currently, obligation and expenditure deadline dates can be only be changed by Headquarters staff. Obligation and Expenditure deadlines for RHF grants are set in accordance with the requirements established in Notices PIH 2003-10 and PIH 2003-19, and continued in PIH 2004-15 and PIH 2005-22. In order for Headquarters staff to change the obligation and expenditure dates for an RHF grant in LOCCS, we need to know what has been submitted to and approved by the Field Office. When requesting a change to obligation and expenditure deadline dates, please provide copies of the letter approving the RHF Plan or RHF Plan Revision. The approval letter needs to include a schedule of target dates, in particular when the development proposal is due to be submitted.
