What is the process for a review/evaluation due to “Impact of Person”?
“Impact of Person” is used when the performance of a particular individual makes a position materially different from what it otherwise would be. After an organizational staffing plan has been approved, OHCM will request justification packages on the individuals to be reviewed. OHCM will review and, with an Independent Subject Matter Expert, will make an initial classification determination. If the classification supports a promotion, the OHCM will automatically process the promotion. If not, the package will be forwarded to a review panel (including additional subject matter experts) where evaluation reports will be developed. If the classification determination supports the promotion, the action will be processed to promote. If not, the organization will be notified, with details regarding the employee’s appeal process, if the employee wishes a formal review of the classification decision.
