What is the process for a remediation carried out under a PFP contract?
The PFP cleanup begins when a claimant engages a contractor to perform a site characterization. A site characterization is performed under a somewhat more prescriptive and rigorous format than a typical Chapter 245 SCR. After the PaDEP has reviewed and approved the “SCR Plus”, which includes several conceptual remedial action technologies, the site is ready to be bid for PFP. The claimant selects at least three bidders who are contractors not involved in the preparation of the “SCR Plus” .The claimant will be able to choose from a list of consultants who have indicated a willingness to participate in the program. The claimant and USTIF will then review the bids and USTIF will set a maximum price for cleanup of the site using the PFP contract. It is anticipated that the maximum price will generally be the lowest bid, but this will not be true in all cases. The maximum price may be greater than the low bid.
