What is the process for 1391s in response to BRAC?
A1. Use the same process as with regular MILCON, but with the added element of BRAC (& now, of course, AMF & IGPBS) prioritization. Q2. Who has the lead on planning, programming, design, etc. for facilities to be occupied jointly by elements from Army and Defense agencies? Will a lead be identified for each action/ recommendation? Will these projects be funded with BCA, BCD, or both? Does the answer vary depending on the ratio of Army/Defense personnel ? A2. DoD guidance on Joint facilities has not yet been provided. Our current understanding and guidance is that Army facilities should focus on the Army specific requirements and develop the Army specific requirements until further guidance is received from OSD.
