Upon receipt, the Executive Secretary ensures the application meets the requirements of article 7 of the Rules of the Tribunal. If not, it is returned for correction. This does not affect the timeliness of the application. When the application is complete, it is transmitted to the Respondent. The Respondent has 90 days from the date of receipt of the application in which to file his answer. This time limit may be extended twice for 60 days and 30 days, respectively, for a total period of six months. Extensions beyond the six-month mark will only be granted in exceptional circumstances. The Respondents answer is transmitted to the applicant upon receipt. Applicants have 30 days from receipt of the answer in which to file Written Observations. Extensions of this time-limit may be requested by sending a signed, written request by mail, e-mail or fax to the Executive Secretary before the expiration of the deadline.
