Answer- Taking the Block as the Unit, the G.P. in which the density of population of S.C. or S.T. is higher, the office of the Sarpanches in the G.P.s shall be reserved for S.C. or S.T. by the Collector and shall rotate in the descending order at every General Election. At first the names of the Gramas within the Block shall be arranged in Oriya alphabetical order. The required seats meant for S.C. shall be reserved at the first instance and then for S.T. Not less than one third of total no. of wards shall be reserved for women. Reservation of wards for Women belonging to S.C. shall be made first and then for S.T. For the purpose, the G.P. which appears first and thereafter every third shall be reserved for Women until required quota is filled up. The same procedure is also followed for reservation of unreserved seats for women.
