To initiate a referendum on any issue, students must collect signatures of ten percent of the membership of ASMSU. In order to appear on a university-wide referendum, signatures must be received by the All-University Elections Commission at least thirty days prior to a constitutionally-permitted student election. SPRUCE aims to collect 3,700 signatures, approximately 11 percent of MSU undergraduates, by October 20, 1998. The All-University Elections Commission would then be required to hold a student referendum on the question during the 14th week of the fall semester, i.e., the week of November 30 through December 4, 1998.
