What is the policy relating to promotions of Marines involved in domestic violence?
There is no specific policy on promoting or not promoting Marines involved in acts of domestic violence or abuse. However, DoD 6400.06, Domestic Abuse Involving DoD Military and Certain Affiliated Personnel, tasks commanders with ensuring that alleged military abusers are held accountable for their conduct through disposition under the UCMJ (Chapter 47 of Reference (p)) and/or administrative regulations, as appropriate. Additionally, acts of domestic violence or abuse, as with any criminal activity, may negatively impact a junior Marine’s proficiency and conduct marks (see MCO P1400.32D) or may be reflected in the fitness report of an alleged military abuser, sergeant and above (see MCO 1610.7F, Performance Evaluation System). Depending on the Commander’s method of disposition, records of the disposition may also be included in the military abuser’s official military personnel file that is viewable by promotion board personnel.
