What is the policy of the National Institutes of Health and other federal funding agencies on open access to scholarly research?
Federal funding agencies have begun to require quick, open access to research supported by federal funds. On July 14, 2004, the U.S. House Appropriations Committee adopted a set of recommendations for next year’s federal budget. One key recommendation would have the effect of providing open access to articles based on research grants from the National Institutes of Health (NIH).
