Each child is independent in the school choice process. If twins do not have a sibling in the Open Classroom already, then they are on the wait list or in the lottery system like any other student. If one gets selected in the lottery process, the other then has sibling priority. However, this does not necessarily put them first in the list. There may be other siblings ahead of them on the list.
