The reason people can activate the event is because they have used programs like Pokesav to modify an ordinary Pokemon into Celebi. They then used the program to place a fateful encounter marker on the hacked Celebi so it will activate the event. Alternatively, the hackers may also have used Action Replay to hack Cherish Balls into their games. They then used an Action Replay Pokemon Modifier code to encounter and catch Celebi with those hacked Cherish Balls, tricking the game into thinking that those Celebi were distributed at a Nintendo event, since Pokemon given away at events are contained in Cherish Balls.
