for each rank, above 0-5 there is a gun salute, a 21 gun is for the CINC (President) even 4-stars dont get 21 guns. Its 21 shots fired from 3 soldiers, it was a way to warn the vilages during the civil war that a VIP was coming, so wash up and be prepared. The higher the number the more important the person.
