The Pinellas County Comprehensive Plan serves as the Board of County Commissioner’s long-range planning policy, providing the foundation for decisions on regulations, programs and capital investments that affect neighborhoods, the unincorporated area, or the County as a whole. The Plan touches on almost every facet of our quality of life, addressing things like delivery of public services, mobility, the environment, and a myriad of other issues that matter to Pinellas County’s citizens, visitors and businesses. The Comprehensive Plan’s goals are essentially a community vision. It must be dynamic; as the community changes (through development and redevelopment) the Plan can be amended to adapt to new circumstances, opportunities and conditions so that, at all times, it provides sound guidance to decision-makers.
