Korea was invaded and occupied by the Japanese from 1904 and during WW-2 the allied leaders, Churchill, Roosevelt, Stalin and Chiang Kai Shek decided at the various conferences (Potsdam, Cairo, Oslo, Alexandria) to temporally divide Korea after the war with the Soviet Union occupying the north of the 37th parallel and the USA to occupy the southern zone. There was to be nationwide elections to be held in 1948 for the reunification of Korea. When the Soviet Union occupied the north they allowed local elections for village and community areas. Disarmed the Japanese and imprisoned the collaborators with the Japanese. When the US occupied the south the US rearmed the Japanese soldiers, including the Kemperti (Japanese equivalent of the Gestapo) and used them as police to control the local population and employed the collaborators as local officials and refused to allow any villa
