The PCAC is basically a fuel charge adjustment. The rate changes each month depending on the wholesale cost that Brodhead Water & Light pays to purchase electricity. Some months, you will note that the PCAC is a charge on your bill, other months, it could be a credit to your bill. During months when there is a great demand for electricity (summer/winter) the cost to buy power is generally higher.
