On a Windows Server you don’t need to worry about path to perl or CHMODing. Any Perl or CGI script that is launched will be executed by the server without configuring the path to perl and without the need to use a cgi-bin folder. Make sure you Turn ON Perl/Cgi under Web Options in your control panel.
