The Foster Care Passport Program is a statewide program in Washington. Snohomish Health District is funded by the Children’s Administration of the State of Washington to implement the Passport program in Snohomish County in collaboration with Children’s Administration caseworkers. The program compiles the health history of children in foster care into an abbreviated health record called a Passport. The Passport includes information about medical and dental exams, diagnoses, hospitalizations or surgeries, immunizations, allergies and medications- the information needed by caseworkers, foster parents, parents, and health care providers to manage the child’s health care needs appropriately. Why Is This Program Important? Children in foster care have disproportionately high rates of physical, developmental, and mental health problems and may arrive at their foster homes with unmet medical and mental health needs (American Academy of Pediatrics [AAP] Policy Statement, Nov. 2000). Passport is a unique academic support program that grants students an opportunity to earn admission to Saint Joseph’s. Sometimes students’ SAT scores or their high school grade point averages do not accurately reflect their academic promise. Saint Joseph’s is committed to giving these students the opportunity to attend the University through the Passport Program. The program begins with conditional acceptance and a comprehensive support system, through which students receive personalized academic advising throughout their undergraduate experience.
