In 2000, with the support of the Wallace Foundation, the State of Oregon initiated a comprehensive effort to improve student achievement by enhancing the quality of school and district leadership. This policy work, which became known as the State Action for Education Leadership Project (SAELP), gradually evolved into a sizable network of educators committed to instructional leadership for equity. As the initial work proceeded, in 2004, through a competitive grant process, a selection committee identified seven school districts across the state to serve as “demonstration districts” for school and district leadership development. Since then, participating districts grew to 28 and in July 2007, SAELP became known as the Oregon Leadership Network (OLN). Currently, OLN boasts 20 member districts that educate nearly half of Oregon’s student population and serve approximately half of the state’s teachers and administrators.
