What is the Open Method of Coordination and should it be used in the field of culture?
In full respect of the principle of subsidiary and taking into account the characteristics of the cultural sector, the Commission proposes a “light” Open Method of Coordination in the field of culture. The method is a non-binding, intergovernmental framework for policy exchange and concerted action. The introduction of the OMC in the field of culture, bringing together strengths and experiences at all levels, responds to the considerable expectations expressed by the cultural sector during the consultation process preceding this communication. During this process, the cultural and creative sectors expressed their expectation that the EU take a step forward and pass from words to action in the field of culture. Today the OMC, which is paramount to the Lisbon strategy, already exists in other fields such as for example education, social protection and youth.
