What Is The Only US City To Have Its Administrative Offices On A River Island?

I heard a triva question once that entailed there being only one US City to be like Paris, France in that it had its government headquarters on a river island. I had assumed this to be Pierre, SD; but looking at Google Earth, the river island adjacent to the city doesn’t appear to be developed. I then thought perhaps the answer was Des Moines, IA; but the river that runs through it doesn’t appear to have any substantial-sized islands. Any help? Thanks! Thanks for those who contributed answers, but I knew that New Orleans and NYC weren’t correct–only becuase I remembered it was some obsure midwestern city. Turns out I discorvered which city it is n my own. But, in the spirit of this Q&A, I will let someone guess the right answer! Appently only this US City, Paris France, and Osaka Japan have the distinction of having their governmental offices on a river island. (True NY consists of islands, but substantially more than just the admin offices are on one island). Happy guessing!
