The Office of Workers’ Compensation Programs (“OWCP”), a division of the Employment Standards Administration (“ESA”) of the Department of Labor, is charged with oversight of four federal workers’ compensation programs, including the LHWCA. Within the OWCP, the Division of Longshore and Harbor Workers’ Compensation (“DLHWC”) administers the LHWCA.
