A Mexican child should have the same normal temperature as any other child. Skin color does not effect body temperature… 38.6 Celsius converts to about 101.4 Fahrenheit. So… get that temperature lowered. Give him a cool bath, or give him some children’s Tylenol. Or, considering it’s fairly high, get him to a doctor. Anything higher has the potential to be dangerous. The ideal body temperature is 98.6 Fahrenheit, or 37.0 Celsius. Try to get it back in that range.

I don’t know if Mexican people have a different normal temperature. Normal for humans is 98.6 F (I can’t do the conversion I suck at math). If he’s above 100.1 F he has a slight fever which probably means he’s fighting off a virus. If it’s over 103 F he needs to go to the hospital.
