The water for your house comes under the ground and under your house generally coming up under the kitchen sink. There is usually a ‘stop cock’ there for turning it off. Most outside taps are tapped off the cold supply after that ‘stop cock’ When the hose is turned on outside, someone inside will hear the sound of the water rushing through that stop cock.
