What is the nature of Canadas May 2005 revised GATS offer?
Canada’s May 2005 revised GATS offer builds upon the strong initial offer which Canada submitted to WTO Members in March 2003 and the significant openness which Canada has already bound in the context of its existing Uruguay Round commitments. The offer sets out what further commitments for trade in services that Canada is willing to make in exchange for improved market access to foreign markets and is conditional on the overall level of liberalization that is achieved at the end of the negotiations. This means that Canada will only bind the offer at the end of the negotiations if there is sufficient liberalization by other Members to warrant it.
