Parties are entitled to a representative of their choice. The Charging Party bears the burden of proving its case. Parties may call witnesses and introduce documentary evidence. Witnesses testify under oath and may be examined and cross-examined. At the end of the hearing, parties may present oral arguments on the record or through post-hearing briefs.
