Depens on which time period you are looking for. From 1789 to 1824 they were called “Annals of Congress”. From 1824 to 1837 the wer called “Register of Debates”. From 1833 to 1873 they were called “Congressional Globe”. From 1837 to present they have been called the “Congressional Record”. There appears to be some overlap between the second and third names.
