What is the Municipal Waste Management Plan?
The goal of the Municipal Waste Management Plan is to ensure disposal capacity for the County over the next ten years, as well as to define the solid waste management systems that will be required. The Plan was developed in three phases. Phase I included determining the viable capacity of the landfill, evaluating the financial feasibility of establishing a transfer station, reviewing the financial forecasts and overall obligations of the Solid Waste Authority, negotiating with Waste Systems International (WSI) for possible purchase of the landfill, and negotiating the possible sale or lease of the Authoritys facilities to the Clinton County Solid Waste Authority. Phase II expanded the issues identified in Phase I, including groundwater investigation around the landfill, evaluating financial obligations of the Solid Waste Authority in relation to the tipping fee schedule charged to haulers, and developing a waste hauler contract with five of the haulers to insure continued flow of waste
