Weatherproof means that the cap or primer has to fit tightly enough that water or moisture can’t get past it into the flash channel between cap/primer and powder charge. In White rifles, the best is with #11 caps simply because the fit is the best. The musket cap is second and is very nearly as good as the #11 cap.
