What is the most logical sequence of activities to reach project goals?
Systematic project planning forms the basis for Triad field activities. In general, systematic planning entails three primary elements that are basically sequential in nature. The first forms a project core team, identifies objectives, constraints, and the regulatory framework in which work will take place, and specifies the primary and secondary decisions that will be made. The second constructs and maintains a conceptual site model (CSM) that captures information pertinent to the primary and secondary decisions. The third evaluates and manages the uncertainty associated with decision-making in the context of the CSM. In practice there are a number of systematic planning frameworks that can be used to work through these elements, including EPA s Data Quality Objective Process and the USACE s Technical Project Planning process.
