What is the most efficient organization (MEO)?
The MEO refers to the governments streamlined in-house organization to compete with contractors to perform a commercial activity. It may include a mix of federal employees and contract support. The MEO is the product of a management study to determine the most efficient/effective/economical way an organization can do the work necessary to complete the mission. It is based on the work described in the performance work statement (PWS). The MEO is the basis for the in-house cost estimate (“in-house bid”).
