What is the Medicaid Buy-In Program for People with Disabilities?
One of the most important of the Work Incentives Programs is referred to as the Medicaid Buy-In program. Currently about 28 states, including Illinois, operate Buy-In programs. Buy-In programs enable people with disabilities to earn money at a job, but to retain full Medicaid benefits without paying a spend-down. Buy-In enrollees usually pay a monthly premium to stay in the program, but the premiums are typically substantially less then the spend-down amount.
