Threshold Voltage in Electrical Engineering means a voltage level below which an input has no effect on the system. Now the relay is an electromagnetic switch. So, when we speak of the threshold voltage that means that the system will not change after a certain voltage level since current through a coil is needed to create an electromagnetic field that attracts an armature. This armature moves to either open or close the switch.
