On September 25, 2003, the Planning Commission directed the Department to implement full cost recovery for Discretionary Review (DR) requests, as provided in Sections 352(b) and 350(c) of the Planning Code. These sections of the Planning Code allow the Department to charge time and materials on Discretionary Reviews. The method for full or partial cost recovery for the Privately Initiated (Non-Mandatory) DR requests is still under review. Starting on June 1, 2004, permit applicants for building permits subject to Mandatory DR such as Dwelling Unit mergers, certain uses in the Ball Park area, Industrial Protection Zones and Eastern Neighborhoods will be responsible for the full cost of processing the Mandatory Discretionary Review. Permit applicants for building permits that are subject to Mandatory Discretionary Review will pay an initial fee of $133 and also be responsible for any time and materials costs incurred in excess of the initial fee paid for Discretionary Reviews filed on or
