Please note that until the NON-EU client has obtained the Residence Sticker in his/her passport, s/he would require an entry Visa to visit Malta.This is known as the Shengen Visa and can be obtained from the Italian Consulate in Cape Town or Johannesburg. Once you have your residency and it gets stamped into your passport then you no longer need a Shengen Visa for travel in Europe.
