As proposed only diesel powered vehicles are affected. The scheme is introduced at different dates for different classes of vehicle based on their weight and type. From February 2008 Goods vehicles over 12 tonnes Gross Vehicle Weight (GVW). From July 2008 Goods vehicles over 3.5 tonnes GVW, and buses and coaches with more than 8 passenger seats over 5 tonnes GVW. From October 2010 Heavier Light Goods Vehicles (LGVs) over 1205 kg unladen weight, and under 3.5 tonnes GVW and minibuses under 5 tonnes GVW.
