What is the likelihood that WIPO will establish an international treaty for TCEs?
At this time, it does not seem likely. If ALA as an NGO can make an intervention at a future WIPO IGC meeting, it will be an important way to signal to the assembly that an international treaty is not recommended at this time. We believe that this would help direct the position of the US delegation because the library community has considerable influence as an NGO and are stewards of cultural heritage.
