Your income is at or below 100% of the U.S. Census Bureau Poverty Level Guidelines, and you are on one of the following Department of Public Welfare programs: Food Stamps, Medicaid, Federal Public Housing Assistance, Low Income Home Energy Assistance, Temporary Assistance for Needy Families (TANF), General Assistance (GA) or Supplemental Security Income (SSI), and no one claims you as a dependent on their federal income tax, unless you are 60 or older.
