PWLib, OpenH323 and OPAL are available under v1.0 of the Mozilla Public License (MPL). The MPL was chosen specifically because it permits commercial software to be combined with OpenH323 and OPAL in ways that the GPL does not, but still requires changes to the released code to be contributed back to the community.
