The worst penalty I can think of would be embezzlement. For example if the child was on the account for emergency use only (it is not the bank’s obligation to determine what is an emergency, you are placing your trust in the child) and they spent the money on drugs and booze then you could try and get a criminal complaint against them for embezzlement. This is more likely to be charged in a business situation than in a personal one.
