What is the levy payable for a CIL approval?
The levy is calculated on a per parking space basis, and can be calculated based on a fraction of a space if the Zoning By-law requires less than a whole number. In the former City of Vanier, the levy to be paid for exempt parking spaces is based on the average cost of constructing a space in a surface lot and the cost of constructing a parking space in an above ground lot, including the land value. The formula, which does not differ based on proposed use, multiplies the estimated cost of constructing a parking space by the number of parking spaces required. The formula is somewhat complex, and requires knowledge of the costs of land and construction. The practice of the City of Vanier was to apply a levy of $5,000 per space, and to allow applicants the option of either paying $5,000, or if they disagreed with the amount, of producing their own value based on the formula. This option has never been exercised. In the former City of Ottawa, the levy collected varies based on the use for
