What is the legislative reference that empowers YOTs to lay information before the court for breach proceedings?

Section 39(7) of the Crime and Disorder Act 1998 imposes a duty on YOTs to coordinate and deliver youth justice services on behalf of the local authority. This would include the authority to lay information before the court. Further, Schedule 2, paragraph 3(1) states that the responsible officer may cause an information to be laid before a justice of the peace in respect of the young person’s failure to comply with their order without reasonable excuse.
