As designated, Olympic Coast National Marine Sanctuary is located within the usual and accustomed fishing grounds of the Quinault Indian Nation, Hoh Tribe, Quileute Tribe, and Makah Tribe as well as within aquatic bedlands owned and managed by the State of Washington. As sovereign nations, the tribes have treaty fishing rights and co-management responsibilities with the state of Washington for treaty protected resources within the sanctuary. This gives the tribes and state strong and direct concern for research, resource protection, and education programs conducted by the sanctuary. In response to a need for high-level consultation with and guidance from these partners, the sanctuary worked with the tribes and state of Washington to establish an Intergovernmental Policy Council (IPC), which provides a forum for the tribal, state and federal governments to coordinate activities within the sanctuary.
