The PSC has analyzed the current legal, business, operational and political circumstances of ICANN, and considered the next steps for the organization’s evolution, as envisioned in the White Paper. Careful consideration has been given to comments made by the community in the JPA Midterm Review around the issues associated with taking those next steps. The Transition Action Plan is the set of next steps recommended by the PSC. Improving Institutional Confidence in ICANN provides some of the background to issues, the results of research, and some of the discussions supporting those steps, with a focus on ensuring ICANN is ready for those steps. It also proposes some of the discussion topics resulting from the Transition Action Plan which the PSC suggests the community will need to debate.
