What is the intent of the law?
The intent of the law is to provide equality to those voters who did not have a direct voice to support improvements in local public library funding and services at the local level. The law is permissive; it is not a mandate. A library board happy with its funding from a local municipality may ignore the new law and continue the existing practices of requesting funds from the municipality.
