ISSPs are aimed at serious and persistent offenders and are available as part of a bail supervision and support programme or part of a community section of a detention and training order. They can be attached to a supervision order or community rehabilitation order if the young person has been charged, warned or convicted on four or more separate occasions in the past year, or has committed an offence for which an adult could be sentenced to 14 years or more and has previously received a community or custodial sentence. The ISSP enables the courts to ensure 24-hours surveillance and one-to-one supervision for young people who are at risk of offending.
