What is the Independent Competition and Regulatory Commission?
The Commission is established under the the Independent Competition and Regulatory Commission Act 1997 to regulate pricing, access and other matters in relation to industries involving the supply of water, electricity and sewerage services and other industries; and to investigate competitive neutrality complaints and government-regulated activities. The Commission has responsibility for licensing utility services and ensuring compliance with the conditions of licences under the Utilities Act 2000. The Commission succeeds the Independent Pricing and Regulatory Commission, and the earlier Electricity and Water Charges Commission, but with a wider scope of powers to investigate and provide advice on the implementation of aspects of competition policy in the ACT and the effectiveness of regulatory activity undertaken by government agencies.
