What is the implementation plan?
PP&R is implementing a 3-year phase-in for adult usage fees which began in 2008 and will conclude in 2010 when fees will be directly based on Cost of Service and Cost Recovery figures indicated in the table above. The second year fees are approximately 86.4% of full implementation. Youth fees are on a 5-year phase-in schedule that began in 2008 and should be fully implemented in 2012. The second year fees are 16% of full implementation.
