The article appears to show that the Illinois House is like a Grand Jury. If the Illinois House’s investigative panel shows enough evidence that the official is guilty then impeachment proceedings are pased to the Illinois Senate for Trial. Basically, this sounds like a 2 step process (Grand Jury at the Illinois House and a trial at the Illinois Senate). You would think that a politician/official would resign before the impeachment proceedings reach the Illinois Senate.
