The Illinois Secretary of State does not issue the I-PASS. I-PASS is the Illinois State Toll Highway Authority’s electronic toll collection system. This system allows you to pay tolls electronically, therefore eliminating the need to carry change, roll down your window, wait for lights to turn green, and in some instances even eliminates the need to stop your vehicle.
